It is difficult to use Devour in Cyrodiil now days. You need to use it on creatures and to remove lag the developers removed most of the creatures like wolves, tigers and deer you'd feed on (devour).
Also there is a short time when you are changing (transforming into werewolf), that is during the transition, that you are very vulnerable to being Crowd Controlled (CC'd) without an ability to get out of it.
Though Werewolf has come a long way since early launch in 2014, there are some fixes we've been long waiting for.

Once you have the skill line high enough, just being in combat will help continue your transformation time. Make sure to unlock that passive ability as soon as you can. Good Luck.

as long as the Devour ability finishes its an animation, time will be added to werewolf timer, although if the corpse despawns or player releases before animation completes, the time will not be added to your form.

I was joking cause it was a quick simple answer
