Fast travel problem

I have a in game problem i canot fast travel without going to a wayshrine like everyone els can pay 50$ and teleport to wayshrine i cant do that

The wayshrine which you are trying to teleport to, have you been to it before an activated it, if not then this is the reason why, you will need to go to the wayshrine before you can teleport to it.
And if you have been to it before this may be a bug/glitch and I would report it to ZOS.1
