Where can I find an enforcer tower?

I'm trying to become an enforcer on xb1 and I can't find any enforcer towers and I've been on the internet and all it's only telling me that they're outside of major cities, but it doesn't help. I really need a specific location. Please tell me a specific location and make it somewhere in the Ebonheart Pact territory!

This part of the justice system hasn't been released yet. At the moment only npc guards can prevent people from commiting crimes.
