How many skill points can you obtain by lv 15?

So I've just recently started playing and am trying to focus on my build. Looking towards the future I want to try to craft almost all of my gear. I have a nightblade and am going to be using dual wield daggers, bow, and a mix of medium and light armor. I know I'm going to want to put points into at least clothier and blacksmithing, but am torn between enchanting and woodworking or can I end up maxing them all? (This will all come later, I'm sure.)

I know in later levels I should have plenty of skill points to upgrade most of my class/weapon skills and crafting skills, but should I attempt to just wait till my combat skills and passives are maxed before I start putting the points into crafting? What is a realistic number of skill points I can obtain by lv 15 (skyshard and mission rewards)?

By level 15, you can have:

    14 Skill Points from leveling

2 Skill Points if you did the starter island(s)

5 Skill Points from Skyshards in first zone

3 Skill Points from main quest in first zone

1 Skill Point from Public Dungeon group event

3 Skill Points from low-level Group Dungeons

28 Total by level 15 available.

At low level, I would focus only one two-three crafts max. At higher levels, you will likely have enough skill points to spread around to all of your combat skills as well as a few crafts, but you probably don't want to go for every craft on a single character.

Also, once you hit level 10 if you go to Cyrodiil and do the training quests you'll get another 2 skill points (or is it 3?). You can also pick up skyshards in other zones (including Cyrodiil) before you hit level 15, but it's probably not worth taking that into account.

That's the starter zone by way of the six skyshards there of course.

Additionally, the chain of quests for a zone will give you a skillpoint after each milestone in the story.

I believe you might also get one for completing the Wailing Prison tutorial, even if you skip it.

Cyrodill will also give you a skill point for each alliance rank, which you can enter at level 10. You might be able to get at least 4-5 before you level past 15 I think. It's been a while and XP in PvP is faster now.

On top of that there are a whole set of skyshards in Cyrodill.

Finally, you are not level locked, and can travel to any of the five major zones of your faction. You should be able get most skyshards with minimal deaths. Though you will earn at least a couple levels from the exploration XP alone.

Like mentioned above, you can also get the skyshards and skill points from Cyrodiil.

Plus, if you have friends in higher zones, you can teleport there and collect at least the open world skyshards.
If you're lucky, you may even be able to sneak into some of the dungeons and get skyshards there.

I managed to get most of the Coldharbour dungeon skyshards at level 28 (The zone is level 45 - 50) that way and had all the open world skyshards for all zones before hitting level 20 ...
