Mounts and Costumes Account wide?

Are mounts and costumes account bound or character bound? If not will the be moving towards account bound?

✭✭✭✭✭They're account bound, but hardware and region specific.
So for example if you only play on PC and only on NA all your characters will be able to use them.
But if you play on the NA and EU servers on PC and got the account transfer to Xbox, then buy a new mount on the PC NA server only characters who are also on the PC NA server would be able to use it.
