How about we measure the Elder Scrolls franchise in the last 15 years:
Xbox sold - 2.86 million of Morrowind, 4.28 of Oblivion, 8.4 of Skyrim
PS sold - 3.04 of Oblivion, 6.11 of Skyrim
PC sold - n/a of Morrowind, 0.24 of Oblivion, 3.7 of Skyrim
I would say the target has always been cross platform and they likely lost development time originally on Xbox One and PS4 because they were not released consoles causing delays like we have seen from other games like Watch Dogs, Division, Halo 5. Just because you were first to get the game doesn't mean you are the most important.
I understand your upset but PC players can't blame every issue not being fixed on console development and launch.
