Does switching weapons use stamina?

I'm running a DK Breton Magic DPS/Heal with a flame staff and a resto (of course, lol) staff and I've found that sometimes no matter how hard I try I can't switch weapons. I'm not stunned or anything, it's like there's just no response from the UI. It seems to happen in the middle of a more intense fight, where the lack of using my heals causes me to die, so I really don't pay attention to my stam bar. Does switching weapons use stam as a resource? With my attribute points I went mostly MP with only 10 HP (for a bit of a HP pool) and 5 stam. Should I put a few more in stam, or is something else happening?

It has nothing to do with stamina, it's just one manifestation of the overall unresponsiveness and clunky controls that we all have to deal with if we want to play ESO.

This has always been an issue in ESO,
and always when you need it the most.

When you are being hit by multiple people and need a certain skill on the other bar,
100% guarantee it won't work 1st, 2nd, 3rd or 4th time and you are dead..

Weapon swapping has always been 'iffy' at best and in spite of several attempts (including the introduction of a CD) ZOS have failed to make it work and seem to have given up.

Bring back old weapon swap... The latest change to avoid issues during lag has now made it very slow and frustrating when there's no lag.

So it's known but still unsolved issue? Well at least I know it's not my ineptness that's the problem, this time anyway.
