Inevitably you need to grind in some forms or another to reach VR14, but on the plus side it's one of the more efficient and productive ways of getting CP nowadays.
They'll remove them likely sometime towards the end of this year, when we will start complaining about a lack of CP passives once we hit around 1000 CP on average within the player base.
