I'm sure there are people out there grinding for them, but I can't seem to bring myself to care about them. When I got my first allotment of them it was fun for a minute, looking at the different trees and all. But the improvements were so tiny that it all felt like a giant can of Who Cares Pears.
Wow, a 0.4% improvement in my sneak skill!!! Now my life has purpose!!
Honestly, I can't even tell you how many I have right now. Every now and then I'll see some "You have gotten 1 Champion Point in the Chimney-Sweep tree!" message. But I don't think I've even bothered messing with them in a while. I'm way more concerned about the next Vet level, or even the next crafting level, than about some CP that's going to boost my attack speed by 0.000032%.
The truth is that the first few hundred points are quite strong though. A few full 5 piece set bonuses kind of strong actually . So unless you just don't care at all about your characters strength (no problem with that ) then you must care about the champ points for the first 400-600 points..

@Pallmor So you don't want an additional 20% hp/magicka/stam regen? Or dat 12% spell/physical attack crit rate? Perhaps the crit dmg maybe? No? Ohwell.

Also a lot of points allow you to get your PVP and PVE build somewhat optimized without redistributing your points and paying gold. It is still quite a hasle to change from a Stam to a magicka build or from tank to a dps set up. I really wish they bring multispec already .

It is actually less than 2 years playing 1.5 h a day every day with enlightenment. What the best scaling group looks like in a 1:1 plot area!
You get 10 points per point spent in the respective segment (green = stamina, red = health, blue = magicka) before passive effects, and you get special passives automatically unlocked at 10, 30, 75, and 120 points in any segment's sub-section such as The Lord or The Atronarch.

Good news is, you don't need 400 to 600 CPs. I just recently redistributed my 154 (156?) CPs on my Sorcerer just to play around. I noticed some significant differences in combat prowess making a few changes (basically pulling points out of Elfborn that gives more Crit Damage and into the Star that gives more Spell Penetration) and a few other changes.
Yes, if you have 60 to 90 points, there is not much you can do with those to have an over all effect, other than unlocking some interesting passives. But, once in the mid 100's for a total amount, CPs can change the character in a noticeable way.
That being said, I tend to forget about my CPs until I have 5 to 10 of them to assign out. It helps that I am rotating through 4 VR Mains right now so each are earning CPs for me. But I will load up a character and jump into the constellation and almost always have some points to spread around that another character had earned.

Yes. The 400-600 CP was what I see as the point where you got all the cool stuff , points make little difference and you can even start to support multiple somewhat optimized builds. For having a good character I think 90-200 is already nice.

Without some goal to strive for, people will complain that there's no content. Progression is a motivator that leads people to go out and do things.
Now of course, I would prefer a more open-world platform in which to do this progression rather than a linear themepark, but that's another subject.
Anyways, champion points allow the game to have vertical progression without the need for ridiculous amounts of power creep inherent to leveling systems. Seasonal progression is also their planned means for vertical progression that will prevent power creep and maintain a level playing field.
