@Cuyler EP zones would make perfect sense if we sailed from Bleakrock to Windhelm like we're supposed to and worked our way down from there. Look at the map, it makes no sense for Nord refugees to sail all the way south to Stonefalls instead of to nearby Eastmarch.
First you travel west through Stonefalls, which by design finishes to the north at fort Virak.

The Stonefalls main quests send you south to Kragenmoor and then Tormented Spire after Virak, which are right next to the Deshaan border. They don't end at Fort Virak.
You don't get a quest marker, true, but Holgunn tells you Tanval is heading south towards the Spire. If you head that way, then you get the Kragenmoor quest.
But it is odd you don't get a quest/quest marker to go to Kragenmoor like you do in all the other zones.

If you're actually following the Pact storyline quests, I don't really understand how you can end up doing any of the zones in the wrong order. Well, unless one of the quest markers isn't showing up for you. And frankly, since you're going to places based on where the story sends you, I think it's more realistic that you're not just traveling through the zones in essentially a straight line. Going in one direction to follow one part of the questline, then in an entirely different direction to follow the next part is more realistic.
Having said that, it has never really made sense that the folks evacuated from Bleakrock fled from the Covenant forces all the way down to Bal Foyen instead of to Eastmarch. And it made even less sense that the Covenant forces followed them there. I still really like that whole part of the storyline, it just doesn't make sense based on where those zones are located.

This happens because NOBODY listens to the quest giver in any game... ever. unfortunately. *defeated look*

If you are not consistently referring to your quest log for direction then you will be following the latest quest you received which will quickly get you in over your head.

I want to note also that your issue with getting into quests and mobs above your level may be making the problem worse. as soon as they're more than 5 levels above or below you, you're not getting exp and thus making you stay underleveled even longer. Try to find more questing to do at your level. Side quests in the same area as the main ones you're following, before you move on to the next city. then you'll find you don't end up out of that 5 level range of exp points.
