[BUG] 5 piece set bonus from Skirmisher not working properly

The bonus has a weapon damage increase which works and a physical critical chance (10%) which doesn't work properly. Instead of 10% critical chance (doesn't change with how much critical chance you have, so it is not a multiplicative bonus of how much you got) it gives 0.5%. This has been the case since 1.6. and hasn't been fixed yet.
