Depends really what you want to use.Hmm so using staves for magic users is a bad idea then? For full effect use both weapon slots?! That seems counter-intuitive for mages! Perhaps shorter wands should be intriduced so mages can also equip two enchanted items in the weapons slots

If you're after Destruction Staff abilities then staff is a great choice and still can be part of the set (like destructive mage set for example)
I've been testing everything on my Nightblade already and seems like class abilities combined with dual were best choice for fully magicka based damage. I did some tests on few sets combined (Martial Knowledge+Adroitness+Destructive Mage) and then switched to 4 Martial Knowledge and 2 pieces of everything that had spell damage on 2 piece bonus. Everything seems to work pretty well and it all purely depends on playstyle you prefer, range of attacks etc.
When you look at Sorcerer from exactly same perspective you could completely forget about weapon damage skills and focus completely on class abilities, mage's guild abilities etc
...but again it purely depends on what type of weapon you prefer, preferable distance from the enemy etc.
Then you can focus on stacking specific statistics and using gear that will suit your needs.
For me everything I've tried so far worked pretty well, but still changing to find out something fun and interesting
