Does the set bonus affect group players globally, or is it limited by other means? i.e. range from wearer, zone specific, etc.

Wormcult gives friendlies a 5% Spellcost reduction
Wormcult give the wearer a 11% Spellcost reduction. (Havent tested in 1.6 but it did so in 1.5)
