why after casting a lightning splash my skill make 20% increase damage (tooltip) ?

Testing by my guildmate. All tooltip damage increase by 20% after casting that skill (or morph) and stack with major Spell damage bonus For another +damage. Again is this work as intended?

✭It's an tooltip error. After some test, damage aren't increased, just the tooltip value.5 -
