well i have done my research trying find ways to fix it even run as adminstrator even sent out a ticket of course i imagne it be a week or so until i hear anything back i just needed to vent so dont know maybe should just delete game and ask for a refund since game does work

WinXP...are you kidding me? If you want to play "current gen" games keep your OS up to date.
heres my thoughts as of right now i spent 64 dollars on a game that is uttery useless to me i cant even play the game just goes to black screen i have been gaming for over 20 years never had a game that would never work spent over 12 hours downloading and im pretty upset needless to say i have tried everything i can think of and my system far exceeds all recomended specs for this game so my review is worst game ive ever seen

Pretty much. I don't understand the hatred he has towards Win7, since it was a better optimized, and more secure OS than XP. But then again, I've seen plenty of irrational hate for things. Pretty sure the OP has already hated Win10, without so much as trying, seeing or reviewing it, even though ironically Win7 and 8.1 users will be able to upgrade to free now.

The game HAS TO run on XP. On my end it does. If it doesn't work for someone else, then it's not the OS but something else. If it's a blackscreen at ESO startup, then it's most likely the missing usersettings file which should be installed with the game automatically but sometimes doesn't. Btw, OS is not the same as PC, if you didn't know.
