Templar - Prism passive worthless?

Two things I noticed:
1) If I use Vampire's Bane (or even Backlash) as my first attack (i.e. start combat with it), I don't get 2 ultimate? Is that because combat has not actually started yet? bug?
2) The ultimate gain, 2(3) every six seconds seems quite weak?
Point number 2 I'm not certain about since I'm new to Templar, but I'm not sure it's worth the points?

C0pp3rhead✭✭✭✭Since ultimate gain was somewhat standardized with 1.6, the prism ability helps you generate ulti just a little bit faster. Since most of the Templar's best ranged damage abilities, especially backlash, are in this tree, the passive is worth it. If you don't just grind out levels, you should have more than enough skill points by level 50 to take this passive.
As far as not generating ulti if you cast an ability to begin battle:
