Anyone who willy nilly uses it as soon as it procs normally has a reason such as the enemy was CC'ed/it was nice timing when it proc'd.
I mainly use it for setting up curse - streak - entropy - frags and that allows for much better burst than I could ever pull if it just auto-casted.

I think the balance of Crystal Fragments is broken just because of addons which tell you when the skill procs.
The tooltip says that you should have a 35% chance, not a 100% chance.
Without Add-Ons its impossible to actually know when to use that skill and have a 100% chance for it to be instantly cast.
I would even say that using those kind of addons in regard to this skill is cheating because you get information that you normally don't have and the game doesn't even want to provide at all.
Maybe it would be better to change the way the 35% chance applies. Like "on every use you have a 35% chance that your Crystal Fragments will be cast instantly, will do 20% more damage, and will cost 50% less Magicka."
This simple change would make every sorcerer think twice before using that skill and it would also make other skills like Venom Arrow and Crushing Shock more useful.
At least this is how it feels to me right now. Any argument that might change that? Thank you in advance!
actually, most addons I know are often wrong about the proc.
If the hands glow purple, Frags is instant.
addons can miss procs, and addons have trouble tracking multiple procs in a short timeframe. addons also sometimes don't notice that you used up your proc.
They certainly help when they actually work, though

Serious question, what should I be looking for to tell if wings or defensive stance is up on my opponent if I did not see them cast it? Is there some sort of particle effect or is it just Meteor Russian Roulette?

There's actually 2 visual cues plus the audible cue. The aura around the hands, the ability illuminates, and you get the noise. They didn't mean for you to miss it. Others are just making it more obvious since their cues are lackluster.

What on earth are you talking about? You don't need an add-on to tell you when CF procs, you just need to listen for the "chime" or watch for the purple glow!

I have NEVER seen the action bar icon light up. I've tested it, and it most certainly is not lit up in the above picture. Whoever is saying that it does is wrong.
