NB shadow barrier passive does not work in not-vet pvp

I noticed recently that the NB passive shadow barrier does not work in the Blackwater campaign. If you activate a shadow ability you will get no extra spell/physical resist while in that campaign. Other abilities like lightning form do bump up your resistances in the non-vet campaign so I am assuming that this is a bug. Has anyone else noticed it, and is there some way to flag bugs so that they can get looked at other than posting on the forum?

    That's because you're already capped at mitigation in nonvet PvP, that's why it takes so long to kill people.

    Other class skills like lightning form increase mitigation above the cap, is there some reason why the nightblade's mitigation skill doesn't work?
