Thieves Guild Armor Coming?

Apparently they show the Medium Armor Thieves guild style in the welcome back weekend article. It has also been confirm that a few NPCs have been seen wear this armor style, why is it in game but we can not use the style?

✭✭✭✭✭Lots of armors have been done for months. Dark Brotherhood and Xivkyn have been shown as far back as QuakeCon last year, Glass, Thieves Guild and new PvP armro has been teased at the B2P announcement. None of them added, either because they want withhold them for monetization purposes or because the content they are a part of isn't finished yet.Alandrol Sul: He's making another Numidium?!?
