Mutagen

This ability (at least I thought) used to trigger the extra effect at low health.

I was testing it on some npcs and the only way to get the below 20% heal was casting it while already below 20% health. This seems pretty useless as there are many things in the game that hit for more than 20% health.

Is this a bug, or oversight?

I think it's an oversight honestly. It's supposed to instantly and passively activate the heal when below 20%. It's supposed to essentially consume the Mutagen and give the heal, so the HoT should no longer remain. At least that's what the wording of the spell suggest should happen.

This is not a small issue...
He's the healer Tamriel deserves, but not the one it needs right now. So we'll hurt his tank. Because he can heal them to full. Because he's not our hero. He's a silent guardian, a watchful rejuvinator. A Cloaked Healer.

It would be a good morph if it worked after cast like it used to. The way it is, it's very poor compared to rapid regen.

Im a bit confused. I thought I cast the hot and it stays for euhmm 20 secs? And if the target with mutagen on him gets below 20% it triggers and instant heal? Or is this not true anymore? Because if this isnt true I will take rapid healing without thinking!

It's only triggering if the Mutagen was cast after the target is below 20%

Yeah that's how it used to work, now the pop heal only applies on the cast and only if the target is already below 20% health. The only target I had to test was myself though.

Go test it , get a few mobs hitting you, cast the hot before you hit 20% and then watch the log. You can then cast it again after below 20% and watch it actually work.

I use the combat log stat addon, I like it because it's a log you can go back and analyze. You'll need an addon that gives you health % also..... I use FTC

Would be nice to hear an official statement, if this is intentional.

They're treating it like a Templar skill, ETA on the fix is next year some time.

I did a round of testing on Mutagen and indeed it pops the burst only if cast when target is under 20% hp, not automatically.

Nevertheless, I don't find mutagen on its current form too bad a heal, far from useless (for a non-templar healer). It does not pop the extra heal automatically anymore, but it also does not expire early. It lasts 20 seconds, always (which is same as siphon spirit - this helps with maintaining full uptime on both). The new function of Mutagen, ie. burst heal and cleanse for low health targets, is a true life saver spell: 28meter range (56m radius), 2 targets per cast, cleanses on the side of the burst, and the burst heal is always bigger than the tooltip value because Restoration Expert applies to it. It's an incredibly cheap burst heal in addition to being a long HoT.

In my testing conditions with purple healing gear without buffs (no sorcery or vitality buffs) my non-crit Mutagen burst was 5,2k up to 6,4k with major mending, appropriately buffed it would be even more, plus 20 sec HoT after.

It's not nice to let anyone under 20% hp, but there are some situations where that does happen... Think of the fire sieges in pvp (where the cleanse part comes in handy) or the fires of last boss of DSA, where you have to spread out too.

Frankly, in the early days I did not like to use mutagen, because I never was sure if it was gone or up while the automatic trigger ended the HoT right when the target would have needed it most. This current multi-purpose spell is quite nice, just got to think of it as a different spell. Of course, they could have done better job documenting the change, as usual.
