The travel to player is another issue entirely, but PvP rank itself doesn't matter a whole lot. Second level combat frenzy is very nice, I'll admit, but it didn't all of the sudden make me into a PvP god when I got it. Group synergy and coordination matters the most.
I would say if you didn't use that exploit your pvp level max should maybe be in the low 20's or high teen's.
Has anyone else noticed just how many EP and DC players have a pvp level rating of over 30 ?
I know that most gained this by using a exploit in the very beginning (launch) of this game.

This is a perfect example of the byproducts of cognitive dissonance. When the brain cannot accept that others might be doing something more effective than them the brain makes excuses as to why it hasn't preformed as well starting with the premise that others operate on easier rule sets than them. The truth is that if you have played on a previously non-competitive campaign like azuras, or chillrend or hadarus, you likely got less than 1/10 the daily AP competitive players were making on Thornblade. It was easy to make 250k ap a day just pvping, and I have seen people make more than a million on busy days with lots of player participation. Those number represent the last week on thornblade before AD and DC quit, long after things like tower camping blood porters was a thing of the past.
There are a lot of people who re-rolled other factions 3 to 4 months ago and are already past rank 30.
I'd rather eviscerate myself than mindlessly grind AP in a laggy ass zerg on zerg battle. Killing loads of players is fun in a group but your overall success or failure is rarely decided by your individual ability.
I've made a hell of a lot less AP than most AP grinders for ages but the way I see it once you've unlocked your Assault/Support Passives more AP is just carebear titles and E-peen. I'll get Rank 50 eventually but no need to rush or concern myself with who else is a higher rank than me.
One thing that I do note which is BS is the fact that experience for kills is *not* being split among your group. Everyone apparently gets max EXP which puts soloers like myself at a major disadvantage on experience gained compared to group zerg farmers. If anything that needs fixed or solo kills need their exp gains increased significantly.

Just to give you an example just look at what EP and DC guilds that played on Azura's NA this weekend.
I would think some sort of campaign control, no campaign jumping, If you have a campaign home, you can use the guest option to join a campaign, but this travel to player option in pvp needs to end.

No, everyone isn't getting max exp. It's the same reward system as in PvE. Best exp is solo or duo "grinding" when there's no allies nearby. Reason you get minimum exp while solo, or same as the guys in a group, is because there's people nearby tagging all the kills with uncapped AoE.
The players that contributes the most towards the kill, will get the exp. Dmg contribution counts first, than whether you're in the same group as someone. I believe the cap is 12 players, when getting exp rewarded from a kill.

I dunno. I've only been playing PvP since ~November, have a full time job, live in my own home, weekend activities, play outside US prime-time (Oceanic based), and am AR22. Fully plausible for those playing since launch to easily be AR30.

Or they play from another country and become a statistic that we hear about from playing 3 days straight in an Internet gaming cafe. Ooo and they share their account too when they do actually have to go out so it's constantly accruing pvp points. For us normal people who have jobs, kids, or a life, we should be in high teens/20s which would be on par for the course.
