Which skill is better for a stamina sorc. they both give weapon damage bonus and heals in their own way.
Give me your opinions ^^

I like rally for the on demand nature of it's heal. Although surge can heal for more than a rally tick with a large enough hit.

surge provides alot more healing but you need to do damage to heal with it and it costs almost 50% of my max magicka with stam build a 14k wrecking blow crit will heal for 7k thats pretty decent but refreshing rally 1 sec before it expires will give a 10k heal but also takes 29 seconds to set up, i prefer rally

I prefer Rally for Dungeons/Raids because of the longer Duration and use Surge at solo Grinding or Groupsituations where i need the Heal. Spider Boss Cave in Fungal Grotto, dead Healer or something.

Why don't you test it yourself and see what works best for you? This is a subjective matter.
I got killed in pvp, nerf everything...

Rally is generally better for the following reasons.
    1. It is reliable. Surge requires you to crit and has an internal cool down of 0.25 seconds which means that even if you do crit with a heavy hitter, you may not get any healing from it as a DoT or low damage attack may have already triggered. Thus surge is unreliable due to RNG.
    2. Rally has an on demand burst heal. When recast or it ends rally provides a burst heal. This is really useful for those "oh sh*t" moments.
    3. Neither provide any aoe based healing. Due to the 0.25s cool down Surge does not provide extra healing for critical against multiple mobs.
    4. Rally lasts longer
    5. Rally heals whilst out of combat. A minor thing, but it helps with tempo.
    6. Surge cost is high, but it is magicka. Rally is lower, but is stamina. Often this means you cannot use the burst heal from Rally if you are a melee character unless you carefully manage resources, but at least you have one!

The one advantage of Surge is that it can provide more healing if specifically built for, with minimal DoTs and big hits... which is often the reverse of many builds during fights with multiple mobs.

If you have a 2H-weapon equipped, then use Rally.

In group pvp I usually run dual-wield and bow though, therefore Surge is the option to choose. I'd recommend Power Surge, because the additional spell damage is better than that 10% more heal. Even as a stamina sorc you will use some spell damage, e.g. Streak etc.

As a sorc you have the advantage that you get the damage bonus from a class ability, so you don't need to equip a 2H weapon all the time.

For small scale pvp, e.g. while doing these Bruma etc. quests, I am trying a really exotic melee only spec at the moment. With 2H-weapon on one bar and dual-wield on the other. I equip both, Surge and Rally, if timed correctly both heals run at the same time, which is quite helpful in 1v1 situations.

surge if you dont want to use 2handed and just want to use a bow and duel wield is better

cant you use both? if you crit you get big heal, and with rally you get the hot + final heal burst.

I think the only thing that doesnt stack with those two are the bonus to weapon damage.

Yes you can stack them. The weapon damage bonus does not stack but the rest will.
