crippling grasp issue

Its not so much that it doesn't work (sometimes it doesn't) but it's more so how you get the speed bonus. My issue with the skill is that when it's blocked you don't get the speed bonus yet your DoT is still there. So if it's still doing damage, even when blocked, why do we not get a speed bonus? It's pretty annoying. Unless the target dodges you should get the bonus regardless. Or maybe you ARE supposed to get the bonus and the skill is just bugged, idk. I just find it odd that other skills when blocked still give you a bonus such as funnel health. Sure the HoT is much smaller because initial damage was blocked and severely hampered but you're still "siphoning" from the enemy. I really think crippling grasps major exposition bonus behavior needs to be changed or fixed.
