... Ok so now that stealing is now in the game, I think it needs some tweaking. First off, there should be a flag for actually murdering someone. I can't stand stealing a bunch of stuff, without murdering someone and being kill on sight by guards. If a guard spots me and I flee, ya then it should flag me as kill on sight, for a time at least. Then after that amount of time, this should reset and once a guard see's me requests that I pay my fine and of course can pay or attempt to flee which would increase my bounty, unless I happened to kill someone then it should flag me as a murderer and guards attack on sight, but I think it's dumb that if I flee or have a bounty at a certain number it flags me as kill on sight no matter what.
Here's my next big suggestion:
Prison. I liked the idea of prison in the previous Elder Scrolls games. The idea of being in prison and having all your possessions removed and put into an evidence locker is much more realistic then this current system. I was messing around with the system the first day to see how it worked and I ended up with a near 20k bounty. Having no way to pay this off since I dont have that much money, and at the time I wasn't aware of how the bounty system worked entirely, I was frustrated being stuck to not be able to access any of the merchants, stables or a bank except through access of the outlaw refuges. I do like the idea of being refused by npc's but if you end up with a large bounty you have to wait days sometimes to get the bounty down and seems silly to wait days for a bounty to go away. I think prisons should drastically reduce the time for bounties to decrease. A prison you can't get out of, or maybe do it the same as the other games like 1 lock pick etc...
A problem I tend to notice, if you attempt to pickpocket and you fail they just stand there. Of course some attack you which is neat but npc's standing around don't tend to do anything. You would think if someone attempted to pickpocket someone in real life and was caught, people heard the commotion they would tend to gather in curiosity. Perhaps this could be tweaked to attract more attention so the guards are more prone to get in volved. The system as it is, is too robotic in nature.
As of writing this I can't really think of anything else that I wanted to write so I'll edit this or add more in replies at a later time.
