is there any viable strong heavy armor builds for sorcerers ?

Since i have post a thread about Templar , some one mentioned that sorcerers with heavy armor build can streak/dominion the battlefield. Thereby i was curious about what kind of this build is. Is this build just strong in PVP or both viable for PVE and PVP?
If i am lucky enough, I would like to see details of this build.
