However, you become "kill on sight" well before that.

✭✭✭✭✭The bounty and the heat are not tied together. If you have a large bounty, you can wait until the heat dies down, and then pay it off. Now if you rack up a huge bounty ALL AT ONCE, then yes, they'll kill you.
