Morphed Entropy and morphed Death Stroke

So i've been slotting morphed Death Stroke into Soul harvest: http://www.esohead.com/skills/36514-soul-harvest passively increasing my ultimate gain from kills.
I slotted this into my DW bar, and use Soul Tether on my Bow line (primary line). And I feel like it's working.
But when I slot morphed Entropy, into Structured Entropy: http://www.esohead.com/skills/40452-structured-entropy (it says +5% max hp) on my DW skill bar
But when looking at my hp, it only seems to increase by 5% when I'm using the DW skill line. While the Soul harvest effect seems to be active both when using my DW skill line AND when using my bow skill bar.

Can anyone explain this?

Soul Harvest only gives extra ultimate when it is slotted on your active skillbar, if you use your bow without slotting this ultimate ability you won't get any benefits from its slotted passives. Same rule goes for all slotted passive.

I have a similar question if I have Soul Harvest on my Primary line (DW) will it build ultimate on my secondary bar so that I can switch to my second bar use that Ulti and then switch back to my primary line?

As long as you build up enough Ultimate to use the other Slotted Ultimate Ability. So, you need 200 Ultimate to fire the skill on the second bar, you need to build up the ultimate to 200 or more on the first bar.
