DISCLAIMER
I found that many builds I tried to make work would achieve great DPS but only for a very short period. Being able to sustain seems to be more important as I've noticed boss fights tend to last a little bit longer. I've modified this build to still pull good damage but without burning constant spell pots and Spell Symmetry every few casts.

RACE CHOICE
Altmer – The Magicka recovery and the added elemental damage I find suits this build the best.

ATTRIBUTE POINTS
20 Magicka / 42 Health / 0 Stamina – The idea with the stats was to enchant my gear with Magicka glyphs, eat blue food, get a few into Magicka, then put as many points into health I needed to achieve 20k+ hit-points.

MUNDUS STONE
The Mage – Currently I'm trying out The Mage as it's helps your Magicka pool decently, especially if your running a fair amount of Divines on your gear. The Apprentice is another great choice as it goes well with the Sharpened weapon trait and it seems that Spell Penetration gives a nice boost to your DPS output.

GLYPHS & TRAITS
Infused/Divines – Mix of both, there are a few pieces of reinforced/sturdy due to the armor sets.
Glyphs – Magicka on all pieces as it will help your damage output.
Jewelry – Using Magicka Reduction on all three pieces of jewelry.
Weapons – At the moment I'm running Sharpened with an Absorb Magicka enchantment on a flame staff. I thought about testing Powered to see if the shortened cool-down synergized better with the sustaining focus of this build but fear it could negatively affect DPS in doing so.

FOOD
V10 Purple – Gives an nice boost to all three stats. I've found that stamina goes quite quickly when blocking so padding it a little never hurts. Blue V10 food is an alternative if you wish to boost magicka/health even more.

GEAR
4 pc / Storm Knight – I've got this on Hands, Waist, Legs and Neck. The heavy armor helps boost your physical & spell resistances. Until mobs don't hit as hard I've found the survivability of this quite helpful.

3 pc / Cryodiil Light – This set is obtained from the Elite PVP vendors. Wearing this on Chest and both Rings. You gain additional spell damage for simply rolling a 2 piece set, cant complain. I've added a 3rd piece to gain some additional Magicka.

2 pc / Engine Guardian – I find this set to be a great compliment for sustaining and a semi decent replacement for Warlock. The stat boost is random but when its Magicka it's like Christmas morning.

2 pc / Torug's Pact – This completes the setup by gaining extra spell damage from the 2 piece set. These two pieces are worn on the Feet and the Staff.

Heavy = 4 or 3
Light = 2 or 3
Medium = 1

By mixing between the 3 armor types you take advantage of some nice passives from the Undaunted line as well as the individual set types themselves. I go back and forth swapping the Engine Guardian helmet from Heavy to Light to gain a little more from the Light passives. Running 3/3/1 seems like a very viable choice.

SKILLS
Crystal Fragments – This has taken some getting used to rolling into the rotation. However, when this crits it hits like a truck and the reduced cost when it instant procs helps keep your Magicka pool going.

Crushing Shock – The interrupt on this is too valuable in my eyes to give up for the small damage increase that Force offers.

Power Surge – Needs to be kept up at all times, work it into the rotation or keep an eye on it with an add-on like Srendarr or SorcererHelper. This will serve as our "sometimes" self-heal on critical hits and will greatly improve your damage output granting 20% increased spell and weapon damage.

Inner Light– Seemed like a pretty standard skill that carried over. Grants extra Spell Critical and now instead of reducing your Max Magicka it increases it a little.

Evil Hunter – This one I didn't expect to keep but proves useful given its changes. Aside from increased damage on undead, it has a small chance to proc on any other enemy. It includes a passive just from keeping it slotted that boosts your weapon critical rating which doesn't hurt having.

Greater Storm Atronach – Say goodbye to Flawless Dawnbreaker, I slotted this morph to see how the increased damage pans out in longer boss fights. So far I use this the most and do Meteor given the situation.

SECONDARY
The second skill bar consists of some utility and AoE capabilities along with Meteor/Ice Comet for fun. For this bar I run Elemental Ring for trash, Mages Wrath for executing below 20%, Dark Conversion for when your tapped out of Magicka, Inner Light because its a toggle and Elemental Drain. The thing with Elemental Drain is that it returns Magicka but costs nothing to cast. In my experience with sustainability, this proved very helpful on longer boss fights. Liquid Lightning is also a very viable skill if you want more AoE outside Elemental Ring, it's been buffed with more damage and lasts 10 seconds now. Personally I swap between drain and liquid lightning depending on if it's a boss fight or not.

Max Magicka – 25,053
Max Health – 20,660
Spell Damage – 2242 (Power Surge)
Spell Critical – 20% (Inner Light)

*Above stats are based on putting 25 of my Champion points into Elemental Expert & Erosion from the Apprentice area of the Champion System. Other points went into Magicka Reduction and Reduced Elemental damage taken from the other trees. Total Champion points were 75 with no PVP buffs.
