So, ive been testing the valkyn skoria set with a friend of mine in PvP. He did his damage shields, i applied my dots (finally most of them are working against shields) but there was no meteor proc from valkyn skoria.
We have been testing for several minutes, so it was no bad luck issue...
Without damage shields the proc from valkyn skoria was working fine, so my set isnt broken.
I wanna know if this is working as intended or a bug which should have been fixed. Already wrote 2 bug reports ig, but nothing changes...(yes im frustrated)

i understand your confusion but the set does saywhen damaging an enemy with a damage over time and someoen with a shield isnt technically being damaged now as you know im a nb so i dont get shields as openly as everyone so you know im not hiding behind this but i also DONT want this to change as i think its fine things should'nt ALWAYS proc just as it is with something like quick siphon skill you dont get the heal as long as they have the shield active also
Really the only thing I agree with what shouldn't proc on damage shields are crits.
ZOS already made crit surge proc on shields while not actually doing higher damage so I guess they don't want crits on shields either.
CC and all kinds of skill and set procs should work on shields as if you actually hit HP.

Totally agree. What they don't want is the actual value of damage of the critical hit. Not the secondary effects of a critical hit through certain abilities.
They should allow procs to happen on shields. But I do understand them not allowing bleed dots since you don't actually cut the enemy to apply bleeding effect (and I am utilizing bleed on my build).
