Only if the testers make it irrelevant. I'm sure it's not that hard to find spot somewhere to test with people who actually like to test where there are no people with 3600 cp used.
Lets say 80% of people are casual players. I dont see them gaining more than 1cp a day, in the present (too hard) ways of gaining cp, even no more than 5 cp a week. So 250 cp a year.... I dont think casual players will still be playing ESO 15 years from now ... So what s the point of testing 3600 pts extensively ?

Using 3600 makes any build you use irrelevant as you have stats you would not have for 3+ years.
I hope we wont have 3600 CP pts next week as it makes testing kind of unrealistic thus useless. Maybe mid ground like 200/300 would be nice.

Contrary to that, having different amounts of CP I can use to test the PvE side of my builds would help me tremendously to see where the sweet spots are and what my aim should be, regarding CP - like: does it make sense to farm CP until X or rather until Y?
That's questions I have and I'd like to be able to answer for myself - the PvP community has its own chance at doing this the way I described above and that's just been 10 seconds of thought, I'm sure there'd be even more elaborate ways to do this (organizing an event e.g.).
