This is an intended change to test out having a small cooldown on weapon swapping. AFAIK there are plans to have a "sensitivity" slider in the UI for you to modify this cooldown (similar to dodge roll, and you would just be able to get rid of it too). They just wanted to see how something like that would work.
Why would you even *want* to have a cooldown on weapon swap? What person in the world would *not* get rid of it if there was a "sensitivity" slider? Strange ideas these people have at times....

you dont pvp do you, this delay is a death sentence from hell.

My take on the change..
I think it was added to see if they could mitigate macro spammers. Seeing as if you have a recursive macro pushing the ability multiple times, it makes weapon swap unreliable, due to the CD.

But for the keybinds specific for bar 1 & 2 (that I don't like), for a single keybind there is the suggested option about a sensitivity slider.
Another option for the single keybind could be toggle on/off the traditional weapon swap in the control/UI settings.
Doing so would please everyone.

Rarely happens to me and the only times it does, is related to serverlags, when the game thinks you're still in a state where you can't swap(stun etc.) but it's not actually the case.It was not fixed on live, not even close.
