Trying to balance PvP without effecting PvE is difficult. This is most recently exemplified in the changes to block sustainability to reduce the prevalence of Permablockers in Cyrodiil. Changing the block cost for PvP, effects PvE tanks in a negative way.
What we need is a tool box that can balance PvP without changing PvE. I think this could be done by adding a PvP section to the Champion Point system. As far as I know the lore will not allow another constellation, but there are moons and planets that could be used. For now lets use the moons, one of which is called Secunda and give it a few examples.
Secunda.
* Increase block penetration against players
* Increase damage against shields
* Increase immunity duration after break free
Instead of making it harder to block for PvE tanks, we are specifically making it harder to effectively perma block in PvP. This isn't a thread about permablockers or shields, it's about building a "Tool Box" to balance PvP in isolation of PvE. If you dislike the examples I gave you can replace them with a more optimal examples, they are only there for example. Feel free to list any tool set you want.
Additional note. There is another moon called Masser that could be used as well allowing one moon for personal buffs, and another for augmenting things like sieging, rezing etc..
