I have been doing some testing with my copied character who is currently a level 50 provisioner (and @ level 24 Sorcerer) and My VR7 Sorcerer who is currently level 6 provisioner.
I had never done any writs on the live server with either of these characters.
When I received a writ - I could not make the items because the recipes to make said items did not appear to be readily available.

My point is! I think that any recipe at any level which is required for writ completion should be available to purchase from a vendor/grocer.
All other recipes are fine as found items.
On the subject of grocers, The price increase made in patch 1.6.1 was hugely excessive in my opinion. I would consider 50g each a fair price. Also, the compensation for old stuff which can no longer be used is insulting at 10g - I consider this should be the same price

I do like the increase in stack sizes and it should release some inventory slots as I do have a tendency to hoard stuff (I pick up and resource which isn't nailed down or that I have to steal.
I don't wish to become a thief in the new justice system and would hope that items available to steal in cities will also be available to "acquire" in dungeons (where it isn't considered to be stealing)
I did however steal a couple of recipes and immediately used them and was not issued with a bounty or summoned by the guards so I don't know if this is working as intended - I would however rather buy the recipes than steal them but only if they are for crafting writs (mentioned earlier)
