Every now and then I get told that I'm enlightened and that I will have increased gain of the champion points, but I have no idea what triggers it. So I will add my query to yours.
The mechanic is similar to how dailies or hireling mails work. At some moment during the day, something on the server goes 'ding', and all players receive their daily allotment of enlightement(regardless of whether you are online or not).
When you then next log in, you will get a popup informing you that you are enlightened.

for one thing, hireling mails are triggered based off the char. 12 hour hirelings are mailed to you 12 hours after your last hireling mail. same thing for 24 hour hirelings. they do not go out to everyone at the same time. Enlightenment seems to work like "rest" exp from other games. You gain it while youre in town or not gaining xp. or when youre logged off. or logged onto another char. Please disregard @Sharee he or she is completely wrong

A new mechanic, Enlightenment, has also been introduced to the game.
Enlightenment slowly accumulates on your account at a fixed rate, regardless of the character you are playing, as long as your account has at least one Veteran Rank character.
Anything that normally awards experience will also give you bonus experience as long as you have not used up your Enlightenment.
- This only applies towards Champion Point progression.
- This bonus experience does not apply towards increasing your level, Veteran Rank, or improving any weapon skills.
As experience is earned and bonus Champion experience is applied, your Enlightenment will get used up. Once there is no more Enlightenment left, experience earned will count towards Champion point progression at the normal rate.
