So just to test a couple of things I picked a pocket in Daggerfall, succesfully but obviously got spotted and incurred a small bounty.
Spotted by and fled from a guard at the edge of the city.
Decided to go to other provinces and discovered that even after the timer had told me that guards would not longer attack me I was on every guards hit list from DC to AD to EP... for a 30g pick pocket.
So in this justice system AD/EP may be at war with DC but they seem very concerned about their citizens suffering from minor crime...
