Where is Imperial horses?

Hi. Well, I tried PTS and when I decided to create new character to look on difference in gameplay for new players I found that I can't buy Imperial horse. WTH? Anyone else have this issue?

NA megaserver? Maybe this is the reason (I'm on EU). But I'm able to create Imperial. Wierd.

Nope, EU here too. I made a character from the VR14 template.

Nope, EU here too. I made a character from the VR14 template.

I made 2 vr14 template characters and no horse. Looks like it's a bug. Anyway, thx for your answers.
