Questions about Purifying Light - please write clearer tooltips.

I am having trouble with Purifying Light (PL). The tooltip says:
"stor[es] all damage taken for 6 seconds and releasing it with a 33% increase.
When the effect ends... crappy healing... blah blah blah...
Max damage: 8,698"

To me, this means that the target stores damage over 6s, and PL hits for the damage + 33%, or 133% damage. For example, if I do 10,000 damage, PL would hit for 13,333, but the damage cap limits it to 8,698. My spell damage is not very high, I'm still playing around - I'm having to change all my gear from a critical heals/ulti generation build to a more power-focused build.

To test this skill, I used a V10 Timber Mammoth from Malabal Tor. I tested a single attack round several times, and got similar results to the screenshot each time. I popped Purifying light, and immediately threw a Soul Assault (20,040 dmg over 3.9s). The combination did not kill the Mammoth. Soul Assault did not do the full damage, hitting for 16,769 damage. In other words, the mammoth has 16.3% spell resist or other damage mitigation. PL in turn should deal 8,696, as 16769 * 1.33 > dmg cap. However, as we can see from the screenshot, PL dealt only 3,967 damage. Even if PL's damage were then subject to mammoth's damage mitigation, the damage would be over 6.5k damage.


Maybe I misunderstood the tooltip:
Perhaps the poorly worded (see "it" above, then google "vauge pronoun") tooltip actually means that PL returns 33% of the damage dealt over 6s. In which case the tooltip should read returns 33% of damage taken from the caster over 6s or something similar. In this case, if I did 10,000 damage over 6s, PL would hit for 3,333 damage.

If this were the correct interpretation, then Soul Assault's 16,796 dmg should cause PL to hit for 5,595 damage. If PL is also subject to spell resist, then we should get 4,681 damage. The only possibility I can see here is that PL does not take Soul Assault's ciritcal damage into account when calculating damage returned. (37% of Soul Assault's DoT ticks critted.)

Conclusion:

Purifying Light returns only 33% of the caster's base damage (subject to spell resist and excluding critical damage) over 6s.

Questions:

1. Is this skill intended to return 133% or 33% of damage from the caster over 6 seconds? Can you please clarify the tooltip?
2. The spell bases its damage off spells already subject to spell resistance, then spell resistance lessens PL's damage. Is it intentional or unforeseen that this skill must suffer from spell resistance twice over?
3. Is it intended that this ability does not take critical damage into account for calculating PL's damage? If this spell is taking critical strike damage into account, how do we account for the numbers above?
