Not a bug. Horses are purely aesthetic.
That was the entire point of the change, to make it so you could use the horse design you liked best without limiting your mount stats.

Your main will have 50% speed, 50 Stamina and 50 Carrying capacity regardless of whatever mount you decide to ride.

Each character is independent of all others on your account. Any points invested by a character (excluding the stats from the horse itself) will be carried over for that character only. Think of Riding skill as another class tree. Each character can train in their choice of one skill, once per day. That skill increase will apply to that character only. Any mounts you have bought however become Bound to Account and can be used by any character on that account.

In other words, they made Horses purely aesthetic so you can just ride the one you like.Previously, each mount was associated with a specific set of statistics, which often led to you needing to choose between your preferred mount appearance or a mechanical benefit. Now, you are free to choose any acquired mount you like without compromising statistics.
I found the same thing with my gaited horse. It has a +20 boost to stamina upon purchase. I upgraded 5 times, so on live, I have 25 stamina. On PTS, I only have 5 stamina.
According to MSchroeder in the clarifying post
The base stats of your mounts are accounted for when we do the changeover. For instance, take two horses: One is an Imperial horse you've fed 50 Apples to, and the other is a Light Horse (which is the fastest horse in the game), also fed 50 Apples. When the changeover happens, that character will have a full 60 in their riding skill’s Speed category – we’ll have evaluated that character’s mounts, and applied the highest stats they had in each category.
So what we've been told is not happening. So is it a bug or have they told us incorrectly?

Players who used a Capacity horse and had completely filled inventories when they copied to the PTR had 10 less inventory spaces after the copy, with all the items they had filling those 10 spots they lost having completely disappeared. Or so I've heard. So I imagine it's a bug, because I can't figure out how they'd ignore the default capacity bonus the horse gives without losing the items like this.
