Why can't I put my costumes in the panel?

I thought one of the main draws of this new collection panel was so we could put our costumes in there. But, all of mine are in my inventory. The only ones in the panel are the ones you unlock as you gain VR ranks. Is that correct? All of my disguises are in my inventory. If this is intended, that's incredibly disappointing in my option.

It is intended. In the patch notes it has stated that trophy and disguises will not be in the collection panel. I'm also seeing the Emperor costume, and the Skeleton transform from Shadowfen.
Incidentally, can someone tell me if that's how the actual item works now? You only get to use it while in Cyrodiil, and while you're on the throne?0
