I spent a point in this passive on my level 9 sorc yesterday and it had NO effect on any ability costs. Can anyone else confirm if this passive works?

It definitely works. Sometimes updated values don't show right away in the UI when you hover over them.

Sometimes ALT'ing and looking at the skill again, /reloadui, or just a relog fixes.

To see the difference, you'd have to respec, view base cost, then sink the points back into Knowledge to see the immediate difference.

Easiest way to do this is to hover over the highest cost skill you can find (even if you can't unlock it yet) - the cost before and after will be apparent.

(Mines is a good one for this, as base cost is expensive.)

I haven't personally experienced this but it doesn't surprise me. This could be something the team missed. I would suggest you send in feedback to the bug. Or "report a bug" option for this. I have heard of this same issue happening with other abilities so it isn't anything new so they should be able to fix it.

It might be related to the fact you are still low lvl.

If I remember correctly, the first point into this ability only reduces the cost by 3% and at lvl 9 your abilities are not consumming a lot of magicka yet.

If you are still lvl 9 check Encase spell, it should cost 150 magicka to cast without any cost reduction items or passives and 146 if you spend one skill point into Unholy Knowledge.
