Inner Fire synergy should extend taunt

The Inner Fire (and its morphs Inner Rage and Inner Beast) would be a better ability if the Radiate synergy not dealt extra damage but instead increased the tank's taunt by several seconds.
It would be a viable synergy in both 4 man and in 12 man instances. The only time I ever see people using Radiate synergy is when the healers have no offensive abilities slotted and therefore cannot contribute to overal dps on their own.
