First off, welcome
First thing to know is that dual wielding uses the resource stamina to do damage, meaning that dual wield skills scale with stamina.
So for this purpose Redguard is a good choice.
Since you also use stamina for dodging you will be able to dodge more often but that is the same resource you use for damage.
As to the fast mover both two-handed and shield get a charge, dual wield does not.
I have found it to be most effective with stealth gameplay (but not necessarily Nightblade), but also very effective for AoE.
I would not call it "half a tank" though, as medium armor is the best choice for a dw stamina build. For PvE the sorcerer offers a skill that heals when you crit that is effective for "tankiness".

Don't worry about it too much. It does not make a big difference at low levels, and it is possible to respec the attributes later. You can solo all the way to max level should you wish to. Only the last(latest) zone - craglorn - is designed for a group of players(altho its possible to solo as well if you are good)
