I play my templar as a caster and I find that to be totally untrue.
Solar flare + Sun Fire or a heavy attack is golden. At lower levels I go Dark Flare + Reflective Light for aoe damage and snare.
Against most small groups (2-3) of same level mobs you only need to cast that combo once or twice per fight, which only drains a small fraction of your total magicka.

They are certainly good enough to get by while levelling, but both fall short once you unlock superior abilities. Especially dark flare is just bad for sustained damage in pve. It would be perfect for a crystal fragments upgrade though.
