Will stealth skills ever level by being stealthy?

Something about playing my two Nightblade characters has bugged the hell out of me. As a thief I get punished for being stealthy. In all past Elder Scrolls games when you used your thief abilities you got rewarded for it. When you wanted to build up stealth skills you used them - all the time. Sneak everywhere, pick every lock, steal stuff you don't need or even want. It all built up your skills and levels.

But in ESO this ends up hurting you big time. My first NB is a Khajiit and she crouched and hid in shadows, only fighting the monsters she had to in order to make it thru the game. But by the time I got to Coldharbour that had to stop. She was only level 37 and was getting wasted by even one on one encounters with level 44 daedra. Why did this happen? Because she successfully used her skills and thus didn't get XP or even skill line promotions. Think about it, if you use your cloak to sneak past that group of three monsters what do you get for it? Nothing. Zippo. A big fat goose egg. If you screw up and get spotted then the ensuing battle gives you skill points and XP. For what? For being a bad thief? In a very real sense you're being rewarded for failure.

So back to the question? Will we ever be rewarded with skill points for actually using stealth skills as they were intended?
