Cyrodiil campaigns, can't enter anything but Thornblade?

I was trying to test some PvP stuff with a friend but I wasn't allowed to do my usual Thornblade campaign because it told me I had another char already in this campaign (in another faction). So then I tried ANY other campaign, and they all had me in a queue of 1 (same for my friend who tried) and it never loaded me into the campaign. I'm using the City of Ash template, anyone else have this problem? or can we not test Cyrodiil on anything but TB???
