Degeneration (Morph of Entropy) proc chance clarification.

So, from my ill-advised use of this ability, I think I've come upon a startling conclusion. The tooltip states "Addition 15% chance on hit with weapon attack to heal player for 115% of the damage caused."

While this sounds great, 15% is a bit low but still sounds great, there's something the tooltip leaves out; The 15% chance on hit with weapon attack means exactly that, only weapon attacks. Not weapon abilities.

So basically, if this is the case, then this ability will heal you for about 90 every 6 seconds statically (for a whopping 15 heals per second), then give your light attacks a 15% chance to heal for just over the damage done.

What I'm finding is that, while this may have been the intended purpose, to not work with abilities, I'm not sure it was intended how little of the time this added effect actually does anything. It seems every other refresh of the DoT (~14 seconds) I get maybe one proc.

One proc for a 250-400 heal every 25 seconds is REALLY underwhelming. I'd like to propose that the function of this ability gets modified to allow healing that is more frequent, and possibly smaller in size to compensate.

For example, something like 40% chance to heal for 75% of the damage done on light/heavy attacks would be grand, albeit a pretty hefty buff. Alternatively, it would be nice to simply see the 15% chance include weapon abilities too, which would near double the frequency at which we see any sort of sizable healing. All I know is that the heal on degeneration is quite underwhelming and needs some changing.
