Passive abilities only - How do they work.

For example.
If I choose the Sorcerer Class - Storm Calling - Passive Ability - Capacitor (Increases Magicka Recovery), but I do not have any of the Storm Calling main abilities on my UI abilities bar, do I still get the benefit of the Capacitor passive ability?

✭✭✭✭✭If there are any requirements for the passive to work, it is usually stated on the tooltip. Like the nightblade magicka flood, which increases max magicka 'when a siphoning ability is slotted'.
In the case of capacitor, it is easy to check - look at what your magicka recovery is on the stats page, with and without a stormcalling ability slotted. I believe it is always active no matter what.0
