dark cloak/ stealth bug still

Just going to write what I saw today.
In upper craglorn, scorpions+wasps+those dog looking things would follow me while dark cloak was active behind rocks, down hills, everywhere. Sometimes they would stop in their tracks till dark cloak wasn't active anymore but then they would head straight for me. On a few occasions, these.mobs would litterally keep attacking me while I was spamming dc. Untill I died. Dark cloak is seriously bugged. Died twice because of it in 30mins.
In cryodil today.... the mages on the keeps could pull me out of stealth from so far away that I could barely see them. Then it would take me like a 2 min walk straight away from them till I could get back into stealth. The whole time spammjng dc.
Then when it comes to other players..... they see me always. They tab target and just follow me while im spamming dc then when I'm out of magic 10 feet away cause I can't move fast now, they kill me in 3 hits. I can't get back into stealth most times using dc and hiding behind rocks, hills, cliffs, etc.
Who is in charge of this type of stuff? Id really like to know who should be seeing this type reacurring problem.
