Need help deciphering the Blinding Flashes tooltip! (Templar)

Blinding Flashes
Cast time: Instant
Target: Area
Radius: 5 meters
Duration 7.2 seconds

Pulsing every 2 seconds, causing enemies to have a 50% chance to miss and be set off balance for 7.2 seconds

So what does it actually do? The duration of the buff on myself seem to last only 6 seconds, the debuff duration on enemies seem to be about the same and the "off balance" is at most 2 seconds.

In PvE at least (only way i can do controlled tests), the miss chance seem to be 100%. I have yet to be hit a single time with the buff up.

Will people in pvp that break the 'off balance' get general CC immunity? Will they also remove the miss debuff?

Any insight would be much appreciated!

I think you're looking too far into this. The way I interpreted the morph is that a buff would be put on you for 6 seconds, in which every 2 seconds passively ticks a misschance debuff for 6 seconds with off balance if they miss on targets.

Basically in this assumption of the idea is that every time the buff on you ticks (pulses) it refreshes the debuff you're applying to others effectively increasing the duration on those who you could hit for each pulse.

It also presents chances of hitting enemies that were previously out of your range when you cast the ability but could move within range for one of the ticks that occurred later.

I may be completely incorrect on the nature of this ability, but that's how I assumed it worked. Hope that provided some light on the subject.

Also, on the subject off balance, it's not really a form of cc, nor can it be broken out of with cc break. Neither can the miss chance. Neither are affected by cc immunity as far as I know.

These specific utility skills seem pretty worthless to me from a PvE standpoint, as any enemy I'd really want to use them on [elites/bosses] are usually too strong for the effects. Same goes for Sparks.

You get 3 ticks that put a 50% chance to miss debuff on all targets in the area.

It works very well, actually, as even targets that aren't specifically on the tank still get the debuff applied if they are in the 10 meter area around the tank.

Curious what "set off balance" actually does to the attacker, assuming it is another player.

its the pre step to the heavy attack knockdown
(animamation is either him kneeling down - or shaking the head while staggering "unwilling" to do anything)
spelling and grammar errors are free to be abused

It allows you to knock them down (for a very very short duration) and deal extra damage with a heavy attack.

Indeed this is the case, however the knockdown effect doesn't work against players as far as I knew? Might be a bug, might be intended. I hope it's a bug.
