Why is Cyrodiil regularly locked or unavailable on the PTS?

Is there a reason players are unable to enter Cyrodiil regularly on the PTS? There have been many instances over the past couple of weeks where I would attempt to join a Cyrodiil campaign and I would be placed in a queue of 1 that never moved and never let me in the zone. This is despite the campaigns all having a one bar low population. Is this some sort of bug which is preventing players from entering Cyrodiil? Or is Cyrodiil regularly closed on the PTS? If it is closed or locked, why?

ZOS, if you have a public test server and you beg and plead with players to use and test it, then you need to make sure players can access the game on it.

i would assume because they are not currently testing PVP content in this release.

its silly tho... should have at least one open.

Simple, pvp is not something ZOS wants to currently invest time into to correct or test.

PvP is bugged, so you simply do not need a test server when you can aswell use the live-servers. Sounds too simple and stupid but it's true

you may as well use the "public" servers. you can choose between:

2 campaigns were impulse blobing is the way to go

2 buff campaigns

or one campaign with insta killing guards.

I recommend the insta killing guards one.
